What is TIBA?
TIBA is a Parking Access and Revenue Control System that scan your license plate via License Plate Recognition (LPR) and if you have a GVSU permit, the gate will raise.
What happens if the gate doesn't go up?
LPR can sometimes misread license plates. In the event that this happens, please press the green "Help" button on the bottom right of the machine or call our TIBA office at (616) 331-7275 option 3.
What happens if I drive a different car and forget to update my license plate?
The system takes 45 minutes to update once the update is made to your permit through the parking portal. If it has not been 45 minutes or you have not made the change before pulling into the lane, please press the green "Help" button on the bottom right of the machine or call our TIBA office at (616) 331-7275 option 3.
Should I park with my license plate visible and free of debris?
Absolutely! A clear plate will help the LPR technology efficiently process your permit. Please remember, until GVSU completely moves away from physical permits. A key rule to follow is that if a humans eye's cant read the plate, the LPR technology won't either.
What happens if I drive a motorcycle to campus?
Motorcyclists need to ensure they are parked in designated motorcycle parking locations. Currently, motorcycles are not required to have a permit while on campus. You will need to please press the green "Help" button on the bottom right of the machine or call our TIBA office at (616) 331-7275 option 3.
What will happen if my license plate becomes snow-covered and unreadable?
This will hinder the process of efficiently exiting the parking lots and you may have to exit the vehicle to wipe of the snow, back up and try again.
If I have a day visitor guest, do I need to register the license plate?
Currently, if a visitor visits the downtown campus, they will need to fill out the required information on the visitor permit request form which would then allow the visitor to park via LPR. Paper permits are no longer valid in lots that have the TIBA equipment. Overnight guest will still need to follow the current policy.
If I forget to update my plate and don't press the help button and pay, can I receive a refund?

Do you still offer Pay-2-Park?
TIBA has replaced Pay-2-Park in the Seward Ramp and Flat Lot. You will need to take a ticket and pay on exit.
What is the rate I'm charged if I pull a ticket?
The parking rate is $2.50/hr. and you will pay on exit unless you obtain proper validation or it's event parking.
I'm here for an event through GVSU, what do I do with my ticket?
You will need to take your ticket to the event to get proper validation to exit. GVSU current students, faculty and staff are not eligible for validation, a GVSU permit is required.
YMCA
YMCA Members and Staff are only permitted to park in the Seward Ramp after the patrons plate has been registered with the YMCA.
YMCA Members get 2.5hrs of free parking and then will be charged $2.50/hr. that is exceeded past the time limit. Current GVSU Students, Faculty and Staff are not eligible for free parking benefit through the YMCA, an active GVSU permit is required.
Any questions regarding permit registration and troubles should be directed towards the YMCA.

Monday thru Thursday- 4:30A to 10:30P
Friday- 4:30A to 9:30P
Saturday- 6:30A to 5:30P
Sunday- 9:30A to 6:30P

Answers to your LPR questions
What is license plate recognition (LPR)?
LPR is technology that uses cameras and software to translate license plate images into text to compare to our parking permit software. Any vehicles noted out of compliance will be checked by staff in real-time to confirm the information is accurate. If not in compliance, a parking violation will be issued.
How long will the data be stored?
Scanned data is only retained for the duration of time needed to validate and write the violation.
How does LPR work with parking garages?
LPR will be used to enforce designated parking zone locations in garages. LPR is used to ensure a permit is valid or payment via ParkMobile has been made.
Should I park with my license plate visible to the drive lane?
Absolutely! Parking enforcement will consist of both Enforcement staff and LPR technology. This will greatly help the efficiency of permit enforcement. Please remember, until GVSU completely moves away from physical permits, either the paper permit or plate must be displayed.

Your plate should be kept clear of all snow or debris as possible.
How many license plate numbers can I register on my account?
At this time, you may register up to 5 license plates on your account. Only one vehicle/plate can be attached to your permit at a time. Please make sure the vehicle you are parking on campus is the one you have associated/attached to your permit.
If I have a guest, do I need to register the license plate?
Currently, visitors are still able to display the paper permit issued by faculty/staff from the online request system. Students who have a visitor on campus must have them visit either parking office to register their vehicle to be on campus. Protocol for visitors displaying a visitor permit or parking in designated visitor locations will not change at this time.
